At the request of the leadership of CITUB today at the Executive Agency
"Road Infrastructure" meeting was held, which is considered severe
social conflicts arising from gross violations of labor laws in
Bulgaria in the construction of a motorway Lyulin. The meeting was
attended by Executive Director of Executive Agency General Labor
Inspectorate (GLI) Rumyana Mikhailova, EA team of Road Infrastructure,
led by Mrs. Vasilka Kostadinova, Director of Performance and Projects,
representatives of companies engaged in independent Construction
Supervision, Mr. Turgut Aksakal, manager of the company "Mapa Dzhengiz,
and CITUB team, led by Vice President Valentin Nikiforov, regional
structures of KNSB in Pernik and trade unions of KNSB in" Mapa
Dzhengiz. Held a heated discussion was again demonstrated that it
violates the law for safe and healthy working conditions, however, that
the checks made 17 inspections in the District of Sofia and Pernik
"GLI" have been found over 80 violations. In the draft statement for
the construction of Lyulin Highway pledged 4 million and 400 thousand
euros for monitoring project implementation by a consortium Louis
Berger - Mott MacDonald. However, by EA that pi is a coordinator for
safety and health in the construction of the "Liulin" to whom wages are
paid by those 4.4 million, then trade unionists at the discretion of
Mrs. Margaret Isaeva, fulfilling this role does not exercise adequate
control, according to Ordinance № 2 of 2004, the minimum requirements
for healthy and safe working conditions.
By management of CITUB prepares a signal to the Prosecutor's
Office that regardless of the violations found by the EA "GLI" a
recurrence of violations and compliance with the requirements of the
Labor Inspectorate for violations of safe and healthy working
conditions, which there is intent to create a real risk to life and
work of the Bulgarian citizens at work.
The meeting agreed with the management team of "Mapa Dzhengiz
in the face of Mr. Turgut Aksakal meeting next week with
representatives of trade unions and collective CITUB to regulate the
exercise of overtime, payment of the agreed in individual contracts and
salaries , taking into account the difference in pay which is the same
work for Bulgarian workers and workers from Turkey.
